This bug is also apparent in the VMS version of SQLDBA which I bugged to ORACLE uk last year. Short of outputing the error to a file and reading the file (easy for Unix, more difficult for VMS) I cannot think of a way to determine status directly from the executable either. I agree that they should be more logical ;-)* in their handling of error conditions and hope that TPTB will take account of the customers requirements.
