Different user s have different requirements which translate into different definitions for "efficiency".
Some can afford to spend half a year on a program and need maximum execution speed, some don't care about speed but need minimum developer time, some need small executables, some need to interact with other API's (like .NET or whatever) and other's have a host of other requirements.

That is the reason for more than one API, just as it is the reason for more than one programming language, hardware or operating system.
