I use TOAD on Windows, vi on Unix, or JDeveloper 10G on both, I have been known to use SQLPLUS directly as well, but best with some editor before running the script.

It depends on where I am at the time, whose equipment I'm using etc etc. TOAD is by far the best (in my current opinion) as I've been using it for years. The syntax highlighting has identified most of my spelling mistakes before I get to the compilation stage.
