It's been some time since I was on the TOAD support newsgroup/mailing list thingy (groups.yahoo.com) but I'm sure that TOAD wasn't fully up to date with UTF8 at release 7.3.

Check with the TOAD group at Yahoo and see - most of the developers are there.
