Got it!

I needed to edit the off-line credentials of the repository owner stored in the omsconfig.properties file using the Enterprise Manager Configuration Assistant since they are stored off line and obviously are not updated if you change the repository owner password from the sys account, so you must run the EMCA afterwards to override the old value.
