Installed Oracle, how to create 1st database?

I've installed Oracle 9i on Linux and I've installed the admin/dev client [Quoted] components on Windows. Which client application do I use to create my first [Quoted] database? They all seem to require that a database already exists before [Quoted] they will connect. Note that I *can* connect the clients to an existing [Quoted] database on another Oracle database server.
