Usually rants like the above ones are being caused by not reading the installation instructions and resolving the resulting problems by hacking.
I have worked with both, and I don't see what you are pointing at. As far as I am concerned using Powerdesigner is a waste of time.

Oracle Designer might not work for you. It works for countless others. I've worked with an application developed using Powerdesigner. As Powerdesigner in that version didn't have any inconsistencies checks, the whole app was a big piece of crap. In fact it was such a nightmare we got a new release every working day.
