Yes, because Oracle is not simple, and a beginner would most likely screw things up...

I'd think you get certification after you have had good Oracle experience... To get your foot in the door do something related to Oracle so you can inch your way towards a DBA job: That means write applications that talk to Oracle, or be a system admin that manages a computer on which Oracle is installed (but not be a DBA yet).
