[Quoted] investigated a little more. Tried starting Apache from DOS with
Apache -k start
Got an error that says to httpd.pid was overwritten.. what is supposed to be in that file? I opened it open and there is nothing in it. It says 'Unclean Shutdown of Apache?'
I also get told to check my ApJServLog
The only error there is:

"wrapper"

an error
