There may be something wrong with your config files ... I don't have time to dissect them now. But why are you trying to install an outdated unsupported version of Oracle, one with known major bugs, on an XP machine? Which BTW it was never certified to run on.

[Quoted] I'd drop the CD into the microwave for a few seconds of fun and get CDs for 8.1.7 or, preferably, 9.2.
