You can assign any domain, if your isp doesn't. Besides, does your isp allow you to have a webserver?

The thing that would always work is localhost (ip address 127.0.0.1).

What do you want to accomplish anyway? Use the modplsql module in the Apache server? Don't bother installing 9iAS, let alone the Gigabyte Enterprise install. Just install the Apache, that comes with the database...

Now if you want portal, you need 9iAS. If you want Forms and Reports on the web, you need 9iAS. If you just want to play around with a web server and oracle, install the http server, that comes with the database. If you just want a http server, download Apache 2.x.
