forms9i - no GIF for push button displayed / FRM-41219: Cannot find report. Invalid ID.

I installed 9i database and 9iAS and 9iDS on a new computer

I installed 9i database and 9iAS and 9iDS on a new computer
I have re compiled all library and forms and reports ( from forms 5)
they seem to work ok but I have the following two problems
- When running the form on AS, it works fine but it does not display GIF (but it functions correctly)
If I change the ICONIC property of the form to no and add a LABEL then it prints the label correctly
9iAS - 9.0.2.0.0
forms9i - 9.0.2.9.0
reports9i - 9.0.2.0.3
2) When trying to run the report from the menu using RUN_REPORT_OBJECT or
FIND_REPORT_OBJECT
it comes with the following error message
FRM-41219: Cannot find report. Invalid ID.
