Is Oracle Forms API accessible using perl?

I've read in various places that the API is available for C/C++ and that Forms 9i will also allow access via Java and the ability to create source files in XML format.

Is there any way to access Forms API using perl?

Also, I would be interested if there is also an API for Oracle Reports.
