Yes, I had the same problem (with my Oracle*Terminal file fmrCSw.res). I suppose you to rename "fmrUSw.res" to "fmrPLw.res" (backup both files first) in forms90 directory. Then you should be able to start the Forms Builder in english, while being able to develop applications in your native language.
