I have found the best price for an Oracle CD is at half price book stores. I got a personal edition of 8i for linux with very few restrictions (it's not a demo, it doesn't time out) for about $25, and it included a nice book. I got the same thing for NT about a year ago. Cost only slightly more, and again, by hunting through the available books, I found one with a very unrestrictive license. (It was a pretty good book too.)
