Oracle Designer 6.0: RME-00011, RME-02124, RME-02105, ORA-01403

  I am trying to employ Oracle Designer 6.0 with an Oracle 8.1.6 Server instance.. all on Windows 2000. After installing client software and feeding the database schema, I get an error when I try to start Oracle designer and [Quoted] try to create an application system (there is no applications ystem at the moment).   Can someone help... did I forget to install something ?? I user teh Respository administration utility to isntall the schema. When i start this utility now that everything should be installed fine, I get

RME-00220: Failed to connect to Repository ORA-04031: unable to allocate bytes of shared memory ("","","","")

  I guess something is messed up..how to mend ?? I did a re-install already... same endup :(
