BIG PROBLEM - Net8 for local database

Hi,
I've got a major problem, and can't seem to find any info anywhere. :-(
I have a database on my local machine (localhost.localdomain) but my ProC app can't connect to it.
firstly do i need to setup Net8 for this? and also have my listener running?
if anyone could explain all this in thicko's terms that'd be grand! :o)
or if anyone could send me their tnsnames.ors, etc files that'd be great too.
