Oracle Advanced Queues. Registration

I am using Oracle 8i (ver 8.1.7) on a Solaris. I am attempting to dequeue a message and get the following error message:

oracle.AQ.AQException: JMS-146: Registration failed

can anyone help me understand what I need to do? Or where I can find more information on JMS-146?
