Tools are not consistent in which Oracle_Home they use..so Modify your PC by adding an environment variable called TNS_ADMIN and 'point it' to the Oracle_Home/network/admin location you want to use and then all your tools will use this one to find tnsnames.ora, sqlnet.ora etc...
