The DMS Software Reengineering Toolkit could be configured to do this. DMS is generalized compiler technology for automating custom analysis/enhancement/translation tasks for many langauges. DMS knows PL/SQL, and is good at acquiring new languge definitions ("RPT"). See http://www.semdesigns.com/Products/DMS/DMSToolkit.html.
