error with using utl_http...help!!!

I have the utl_http package on the SQL server that I log into...but I keep getting this error:
SQL> SELECT utl_http.request('http://www.oracle.com/') FROM dual; SELECT utl_http.request('http://www.oracle.com/') FROM dual
*
ERROR at line 1:
ORA-06509: PL/SQL: ICD vector missing for this package ORA-06512: at "OPS$CLINTE.UTL_HTTP", line 174 ORA-06512: at line 1
Anyone know what it means? I REALLY would appreciate a solution!!!
