If you are using FFI as opposed to User Exits, then the Pro*C dependancy is only on the RDBMS and required support files needed by the client.
However, if you are using User Exits then the Pro*C dependancy is tied at the hip to the Forms version and 8.0.6 = Forms 6i. This is because the connection/transaction sharing mechanism in Forms to Pro*C is very version specific.
