How to build a search engine?

Hi:
We are going to build a Web site by using ASP, Oracle 8i (release8.1.5) and IIS in Windows NT4.0. My question is how to create a search engine used to search our own database. Does Oracle 8i comes with a search engine? Or are there any other tools I can use?
We used to use ColdFusion to create the Web site. And ColdFusion can create its own search tool by creating Verity Collection. Now we are going to switch to ASP. But ASP doesn't have such functionality.
