Answering my own question, one of the JAR files in 9iAS_10201.tar, downloaded from technet, is misnamed. After extracting the tar file, do

    cd 9iAS_10201/Disk1/stage/Components/oracle.swd.oui/1.7.1.8.0/1/DataFiles/Expanded/lib/     mv OraInstaller.ja OraInstaller.jar

and the Class not found error from runInstaller goes away. Or maybe Oracle will fix the tar file.
