You can then target anything from a pull-blown PC to a Pal Pilot or WAP
enabled Cell phone as your client. Tools like JDeveloper and the BC4J
(Business Components for Java) will make changing the target platform a
snap once the application is created. All of the business logic gets
reused without getting rewritten.
If you chose to use the FormsWeb (Forms server) to do this with, you
will likely need to have the client download the JInitiator plugin
(which will severely limit the client platforms that can use the
forms).
