Configuration of Orcale on a client computer

Is there a way i can modify the configuration of a client computer from a central base so we can change the NLS_LANGUAGE and the date format in INTERNATIONAL way DD/MM/YYYY.
Is there a Oracle.ini i can export to apply this new configuration or i will have to build a application that will modify the regedit.
