You can simply write a registry script (these are text files) and have regedit automatically apply these into the regitry. Here is an example that sets the NLS_DATE format:
- begin test.reg-------------------------------- Windows Registry Editor Version 5.00
[HKEY_LOCAL_MACHINE\SOFTWARE\ORACLE\ALL_HOMES]
"NLS_DATE_FORMAT"="DD-MM-YY"
-------------------- end test.reg--------------------------------
