creating a DAD in OAS

I'm trying to create a DAD for a DB that is on a separate machine. I have no problem creating a DAD to the DB that is on the same machine as OAS.
From the OAS $ORACLE_HOME I can connect to the second machine's db via SVRMGR with no problems.
OAS Error Message: "The document contained no data. Try again later or contact the server's administrator"
Running OAS 4.0.8.1 on Linux
DB on the OAS machine is 8.0.5
DB on second machine is 8.1.5
