Webdb and Oracle 8i on different machines setup?

I'm an Oracle newbie and am currently trying to setup WebDB 2.2 and Oracle 8.1.6 on different Linux boxes. I've installed Oracle 8.1.6 on one Linux machines and setup the TNS Listener. On the other Linux box, I'm trying to install WebDB 2.2. I setup the TNS_ADMIN environment variable on the WebDB box and created a tnsnames.ora with a TNS alias pointing the Oracle 8.1.6 box (TCP, host, etc.).

During the WebDB installation, I get stuck at the sys password/TNS alias page, which won't recognize the other machine. Am I approaching this correctly or do I have to set it up another way (the documentation isn't clear)? I was told this was possible but wasn't sure how to go about doing it. Any help would be appreciated. Thanks.
