Parameter Form Not working!

Can someone tell me if it is possible to call a webdb parameter form, if you are NOT the owner of the report? seems that if you click on "run parameter" as the owner, it works, but if you are someone else, and go to the url of the user's report blahblah.form_parms, it doesnt work.. insufficient privileges...
