Richard:
You are getting this message because, believe it or not, Forms/Reports 6i is still based on the Oracle 8.0.5 engine. You will need to install Forms/Reports 6i into a new Oracle Home and then configure/maintain two tnsname files...one for your Ora8i home and one for your Forms/Reports home.
