Doesn't look like you can. You can read it with GET_ITEM_PROPERTY but you can't set it with SET_ITEM_PROPERTY

Not 100% sure but I don't think so.
Can you just create it in the developer and then at runtime turn it on or off dynamically (set enabled = property_false and set visible = property_false to turn it off)?
