First of all,
You are aware 7.2.3 is unsupported (and Oracle 7 will be soon completely unsupported)?
Secondly, you need to use the dbms_pipe facility for this. You can obtain a wrapper called the PLEX utility at http://osi.oracle.com/~tkyte

Surely, Oracle PL/SQL must in some way call low level 'C' routines to carry out it's own functionality.
