Developer 2000 Reports repeat frame headings

[Quoted] I have a repeating frame (frame 1) and I have two frames inside it, a regular frame (for headings) and another repeating frame (frame 2). The headings for the frame 2 are in regular frame. Frame 2 data is child to frame 1.
I don’t want headings to appear if there is no child data in frame 2. How do we do that…
