developer 6 install issue

i want to install ora developer v6.
i get an error telling me that net8 needs to be installed into default_home [Quoted] [Quoted] do to its inability to support multiple instalations.
[Quoted] When i try to install developer into default_home it tells me that default_home is in use by oracle 8.1.6 production and to select a dfifferent [Quoted] home for "nt"
[Quoted] catch 22.
