How to modify behavior of Layout Wizard?

Found in the Developer 6.0 Form Builder Help File:

  Note: The Layout Wizard supports most format choices.   If you wish to create an unusual layout (for example,   have a tabular layout with a horizontal orientation),   you can do so outside the Wizard by manually setting   the appropriate properties.

The layout wizard gives exactly two choices: Tabular and Form. Apparently, most format choices include exactly two.

I would like to change some things, like putting the prompts above the fields by default instead of on the left, using specific visual attributes by default (or better, inheriting them from a property class or object library), using different defaults for the frame created (again, property classes or object libraries would be helpful here), etc.. Manually setting properties is TIME CONSUMING, non-ergonomic, and generally counter to the intent of RAD automation, in my arrogant opinion. Ideally, I would not even have to subclass a frame before asking the Wizard to refresh its layout if I could indicate the class or library object to base the frame upon before invoking the Wizard.

I cannot use Designer because the client has requested that we not do so.

Is there any way to change this? Does the "Wizard" use a template or default library of some kind to govern its behavior, or is its behavior "hard wired"?
