Oracle Intelligent Agent

Hi,
I have a problem with the oracle inelligent agent. I can start it but after a few minutes it stops with a Dr. Watson message.
In the file "agent.trc" there are the following errors:

Unable to get data from navigation file tnsnav.ora -<ERROR>- Couldn't connect, returning 12163 creating package index
(ADDRESS=(PROTOCOL=tcp)(HOST=DBVIB04)(PORT=1748)) port resolved to 1748

No PROTOCOL.ORA file is found

For what are the "tnsnav.ora" and the "protocol.ora" files? What has to be in it?
Or what option is wrong?
Please help me I don´t find any hints to my problem. Thanks,
