ORA-12514: Message 12514 not found; product=RDBMS80; facility=ORA

I got this error when I try to connect the database with other software either throw oracle's developer 2000 or other 3rd party software. I just install oracle 8i(8.1.5) on NT4 sp5. If I use ODBC or sqlplus it connects to the database except other softwares
