forms runtime error in file tk25w32.dll

After installing forms5.0 runtime I try to start f50run32.exe. Then I get an errror: "the file tk25w32.dll is missing or damaged". However this file is present and has been installed by Orcacle Installer.

I tried the same thing on another network and every works fine.
Anything to do with NT-security?
