Oracle 8.1.5 and Designer6 Preconfig Repos Install Error

When installing the preconfigured repository for Designer6 using Oracle8.1.5, I get an error saying local Oracle8 has not been installed when in fact 8i has been installed. Any suggestions.

The manual with designer6 says install oracle8i after designer. I did this but no success. The installation is all on the same box. WinNt4 Sp6
