WEBDB NT IP

I have NT server SP6, Oracle 8.1.5, and WEBDB 2.1.0.9.3 While I'm connected to the internet through my phone line. I can access web db with the following url: http://jeeves:8080/WebDB/ or http://localhost:8080/WebDB/

However, if I try to access webdb with: http://206.132.239.119:8080/WebDB I get a page cannot be displayed error. If I assign a static ip in control panel network I can then access webdb with http://206.132.239.119:8080/WebDB , but I cant browse or telnet. I have dial up access and my ISP has given me a static IP. Should I use a dial up network adapter? Right now I'm using the loopback adapter.
