I agree with this mail - Oracle Designer definitely, in fact the later the version the better as they have ironed out some of the bugs and made the tools a lot more friendly. One thing to bear in mind when naming the relationships between entities in Designer - is that when you generate the database, the foreign key columns get prefixed with the relationship name. (You'll know what I mean when you generate a physical)
