RDF files v REP files

[Quoted] [Quoted] Can some one please settle this arguement that we have between 2 of our contractors - we are developing in Forms 4.5 and Reports 2.5 16 bit under Windows 95, and we have a difference of opinion with our 2 contractors. One says that we should release only the .RDF files to run against Oracle runtime, the other one says we should generate them and release the .REP files.
Can some one give me their neutral opinion as to what is the best method as even I'm getting confused now.
