I like PL/Edit from www.benthicsoftware.com at around USD40? Many people [Quoted] have good things to say about TOAD (I can't remember the URL).

I've been trying out Sylvain Faust SQLProgrammer IX (www.sfi.com) which is in the CDN400-500 range (?), but it's got a couple of bugs that prevent me actually using it until the next service pack comes out in November. The other features of SQLProgrammer look very nice...
