TOAD can be found at www.toadsoft.com. There are both free and 'retail' versions. I use the free version, can't get the powers that be to pay for it yet, and like it a lot.

Note the free version 'expires' on a set date. A new free version is uploaded at least once a month with a new expiration date. This is done so that they do not have to support old versions of a tool they make no money from. Just download it once a month and you will be fine.
