Defining libraries with Designer 2000`

Is it possible to define libraries in Designer 2000 ( V. 2.1.2 )

Also is it possible to then include the functions with are used to map to the C dll ??

At present we are running a flat file to create the library and functions required to run external procedures.

This is the only part of our application that is not defined in Designer2000 at present, and I'd like to incorporate it into the repository...
