Oracle WebDB - Building Sites

Hi, everybody.
I got a problem building sites with WebDB. When i try to follow the link on the main page for Sites i receive the following error:
wwv-14436
I know it has something to do with a table called wwv_sitebuilder_ddl$. Because of the table beeing empty i receive this error. But i don't know why this table is empty or how i can fill it with the right values. Is there something wrong with my installation?
Can anyone help me?
