Forms server 1.6.1 and multiple databases on NT

I need to setup my forms server so that I can access 2 separate databases. The first setup (dev) works fine. However, no matter what I try I cannot get the forms server to connect to the second database.

Forms server is on NT databases are on Unix box. The app I am supporting requires Developer version 1.6.1 so upgrading the server is not an option.
