Designer Repository Error msg

Hi, I'm trying to setup a
designer repository, but got below message after clicking on "install" under repository administration utility.

IMP-00058: ORACLE error 12154 encountered
ORA-12154: TNS:could not resolve service name
IMP-00000: Import terminated unsuccessfully
 

Note: Listern was up and running.

I'm using PO8.0.4 and Windows 95. Other previous steps have been completed without problem

Appreicate anyone's advice and time in advance on this.
