In developer Forms, by default thye control goes to the first item in the first block. You cannot open the MDI window alone. You could create a form with a dummy block containing a dummy text item with size 0,0. This could be your opening form. For this form create a custom menu and attach it. To call a form use new_form,call_form or open_form built in (which ever is desired).
